Youth Empowerment

After the climax of covid 19 one of the greatest negative impact was high rate of school dropouts, early marriages, child trafficking in Arab world, theft due to high rate of unemployment resulting into high rampant poverty yet the biggest crowd are the youth.
To know it is a challenge in most communities where the above incidences occurred to point that teen mothers are many, sexual gender violence is high, domestic violence is high, shortage of food among others.
As an organization, we opened up an educational program of skilling all categories of youth including elders making them job creator than job seekers in the following projects;
Making pads
Carpentry
Urban farming
Motor cycle mechanics etc.
With the above few projects that have been our capacity and through vocational training people have acquired new skills, knowledge which has helped to improve on life and sustain it. Therefore as an organization we welcome any educational institution in line with vocation programs when we can collaborate with in organizing joint academic and scientific activities that our people may undertake for the betterment of their life in future.
We assume to upgrade our programs to level of certified document like a certificate and diploma so that our people can be recognized and valued world wide.
The following programs are to be implemented in addition to the above;
Design ,cooking ,masonry, welding, automotive repair, plumbing, ceramics, electrical
engineering, mechanical engineering, poultry, building and construction, ICT, computer science,
modern agriculture and animal husbandry tailoring, nursery teaching, driving, confectionary,
decoration etc.
Furthermore, having discovered that today’s world is overtaken by talented people, we also
concentrate on games and sports together with music dance and drama, therefore football,
netball, volleyball, athletics, MDD, are also given priority because it is a tool to self employment
and poverty alleviation, the more we empower youth the more we have healthy world.
WHAT IS NEEDED
Country wide, we’re still lagging behind in education and our education is more of theory than
Practical. The few vocational centers are highly expensive leaving many Ugandans outside Poverty
cage/line which makes life hard.
Therefore we’re in need of;

Due to lack of modern office, we’ve been doing our activities outside environment or a times
community halls through renting which is also expensive regarding our financial status





STATEMENT OF NEED.
According to our findings after thoroughly research conducted by our team in the whole country, we
noticed that 80-90% of the school dropouts and early marriages especially in rural villages caused by
lack of school dues, requirements, hindrances from biological parents ,relatives, lack of sanitary pads
during their menstrual cycle period in girls, 40% of school dropouts in boys, 80% is maternal child
youth due to early marriage being forced, 30% lack of interest and parental guidance, 95% of the
girls that dropout of school end up in marriage immediately as a resorting solution.
Furthermore, the number of girls enrolment in school is higher compared to boys because girls are
more than boys country wide unfortunately girls school dropout rate is higher due to lack of
direction
The impact of this is that, these girls becomes teen mothers at an early age not by choice but mostly
being forced by their biological parents who seek for quick money and property in terms of bride
price.
On top of that, 60-65% is child/human trafficking caused by some of their parents and relatives
being taken in Arab countries as slaves purposely to get quick money, others being given to well off
people as house maid at early age why due to unemployment, high rate of poverty and value their
rights, education due to ignorance and illiteracy
It is too unfortunate to say that these young mothers, women resort to peasant farming, others
undergo through sexual harassment, others being raped, slavery in their resident communities but it
is just not enough to provide for their family needs consequently most of these young mothers end
up selling their harvest to cater for family needs for example clothing, food, medication etc again
which exposes their families to poverty.
When it comes to boys, due to lack of proper guidance and counseling , lack of preparation ,
education ,ignorance and illiteracy among others, they end up being victims to such in addition to
theft, robbery, murder. Therefore there is a need to cater for boys and male youth if we’re to have a
better future.
They therefore expressed there interest in gaining extensive development skills in different projects
besides farming so they can expand their income generation activities to be in position to support
themselves and their parents.
70% countries wide are youth, 20% are children, 10% are elders with that statistics 65% of the youth
are unemployed both in rural and urban centers which account for 97% unemployment caused by
high rate of illiteracy hence poverty. Therefore as an organization we’re gently in need of a
vocational training institute(s) to implement more skilled projects in our people with out tribalism,
racism, segregation, but to all categories of people to train them being job creators than job seekers
hence self employment and reduced poverty.
PROBLEM STATEMENT:
In Uganda, formal education was introduced mainly as part of the process of political conquest in
the second half of the 19th century. Having been one of the British protectorates, Uganda
inherited the British system of education that from the time of the conquest mainly focused more
on western values than it did on the values of the local communities. Below are the problems
affecting the people living under poverty line in Uganda .
• Lack of quality education due to high rate of payments in schools.
• Limited access to necessary healthy services/ outcomes
• Sexual gender based violence
• Lack of access to clean water and nutritious food
• Lack of access to jobs and livelihood
• Poor basic infrastructures
This is coupled with several political instabilities and catastrophes that befell the country and
developed to create a disparity between what the communities consider theirs and believe to be
of great value to them and foreign systems that mainly came as an effect of the British
imperialism.
The official poverty rate in Uganda is 63% with 37.9 million people in poverty out of 44.3
million people, 12.3 million people (31.1%) of the population live in the poverty line with 1USD
per day per person. The above problems affect the lives of people of living in poverty in the
following ways .
• Self rejection
• Depression
• Hopelessness
• Considerable stress for families
• Low levels of health care services and other social services
• Inadequate nutrition
• Inter parental conflicts
Uganda remains one of the poorest countries in the world. The average daily income however is
below one dollar a day, while 40% of the population in the south are living below the poverty
line, in the north this figure rises as high as 70%, karamoja region 74%, westnile region 42% ,
lango and acholi 35%, eastern region 24.7% busoga region 24.4%. A large proportion of widows
and orphans including youth and teen mothers in Uganda receive little or no formal schooling,
most of them are unemployed, they are being denied even the most basic, most practical
vocational education and their chances of ever finding a paying job are very slim indeed.
Solving the problem will improve peoples status through being self employed after acquisition of
knowledge, improving the quality of life for the poor through increased provision of primary
healthy care, water and sanitation, education etc.
The project is particularly keen to foster communities in which no training and educational
opportunities have previously existed especially for widows and orphans. The goal is to motivate
to make up to 30% of the participants mainly the widows and teen mothers(youth), by the end of
2030, over 600 members of each category will be working either independently as self employed, operators or in newly created jobs.
Description of the solution:
Description of our innovation , it is an instructional program that prepares people for an occupation that requires a specialized skills e.g technician, artisan and it involves imparting classroom instructions, hands-on training or a combination of both together with exams.
The development of a vocational training project is one of the programs to address the psycho- social and economic problems of the community people and country at large. currently, capacity building programs, some have been implemented already.
Through implementing, target groups will be taught different skills for example in carpentry, ceramics, modern agriculture and cattle rearing, environmental management, sewing and tailoring, pads making, building and construction, promoting technologies through computer training, fashion and design among others.
Below are the advantages of the vocation compared to the alternatives;
- After training, people are expected to produce good quality products leading to increase in gross domestic product and productivity.
- People will be able to effectively work in their village’s settings, able to creating jobs among themselves.
- Increased earning potential, people acquire knowledge and skills to succeed in a competitive job market.
- Improve critical thinking skills, people are exposed to diverse ideas which allows them to develop there analytical and problem solving skills.
- Increased self confidence, here people demonstrate their ability to set more goals, work hard and achieve their objectives as well as acquiring more skills.
- Personal growth, people discover their interests, strength and develop skills necessary for their personal growth and success in their adult lives.
- Better health, People who are highly skilled in vocational programs are less likely to engage in unhealthy behaviors eg smoking, drug uses, excessive alcohol consumption
Through implementing, the project is particularly keen to foster communities in which no training and educational opportunities have previously existed without discriminating any category.
The innovation addresses the problems through project works with local communities and other agencies that have the same interest to implement the Millennium Development Goal (MDG) within the country which include the eradication of poverty and hunger, promoting gender equality and empowerment, reduction of child mortality rates among others.
The project has potential to address the problems at a low cost and faster because some projects require locally available resource for implementation which are less costly and highly demanded in the market
Other alternative solution that already exist to address the problem is
- Informal education which only offer theory
- Training programs which does not offer practical skills
In summary, the project shall admit all kinds of students from different backgrounds with no discrimination in gender, clan, religion or race.
The project rationale of the innovation in the country is to bridge the private sector work force needs with higher quality vocational training. Vocational courses are highly practical and hands on which means that students learn by doing.This type of training can be more engaging and effectively than traditional classroom best learning as it allows the student to apply their knowledge and skills in real world situation.






Target population
The project targets students from different backgrounds with no discrimination on gender, religion, tribe or race. As long as one meets the academic requirements, and the vacancies shall be available, a student stands a chance of being admitted from senior one to senior six The project targets different gender i.e. girls and boys ageing between 13 years to 20 years despite the fact that it is a secondary and a vocation where we believe in freedom of speech, if a candidate is above 20 years and willing to continue is highly welcome. The project targets all levels of income that is to say low-income earners, middle income earners and the clergy. The project also looks at minority groups especially disabled people mostly the lame of both gender who are of capable with others. The project targets to benefit adolescent youth between 18 to 35 year also from 35years to adulthood. The project targets teen mothers widows orphans school dropouts. The project targets a population of 600 secondary students by 2030, vocation-1000 by the same year. Health sector-thousands of sick people of all catergories are targeted to be served without any segregation
Theory of change and existing evidence.
The innovation will lead to improved development outcomes through transformation of the economy from being labour intensive to become skills intensive, a critical ingredient for economic growth social inclusion.
It will prepare people for work and develop citizens skills to remain employable and respond to the needs of the economy
The theory of change behind the innovation (vocation education are behaviorism, cognitivism and constructivism. The above theories are in relation to how they can be applied to vocational curriculum to allow students understand learning objectives.
While the core of theory of change focuses on the links between activities and impacts, it has been a tool to support the innovation through the following; Change theory, Action theory, How projects and programs contribute to producing impacts and assumptions.
Below are the steps of proposed innovation to intended outcomes, Analyse the situation, Clarify the program goal, design the program, map the casual path way, design specific, measurable, achievable, reliable and time bound indicators. The theory of change which is already evidence is situational analysis, program designation and the one yet to be established are the above mentioned one. The study done shows that Buikwe district has over 648 schools, with 129 nursery schools, 408 primary schools, 110 secondary schools, 0 vocational training centre , 0 tertiary colleges , 1 teachers college school and no health institution. Out of 110 secondary schools in the district 40 schools are funded by the district 18 are in Lugazi municipality, 22 are in Njeru municipality the rest are private owned and they are expensive. Secondary schools have a total number of 166381, boys are 72294, girls are 94087 students aged between 13 to 29 yrs . The majority 78.5% of the new entrants to senior one , boys were 15199, girls were 17301 for 2021 academic year were above 13 years which the nation recognize as the entry age to secondary education in the district. The public sector secondary school teachers in the district 800, males are 360, females are 440 representing 7% of the total 26.796 public sector teachers in the entire country

Below is the percentage of population pyramid of Uganda under poverty line which requires change
- 70% of sexual gender based violence.
- 60-65% is child/human trafficking
- 85-95% is unemployment.
- 80-90% is school dropouts and early marriages.
- 80% is maternal child youth.
- 70% are orphanage youth and children due to HIV/AIDS and other illnesses.
- 80-90% is defilement .
For public pathway to scale, donors shall generate evidence through; replication, integration and expanding the project to other places. The evidence that the innovation fills an indentifiable need in the market are; relevance, affordability and accessibility especially to technology. The three outlined above will help to gather data for the project in the following ways; satellite imagery, block chain and mobile applications which are used to collect more timely data and statistics in the project alongside other data collection like observation, survey and interview. All above views enables problem solving and provides creative insight that allows people to look at things from a different perspective regardless of whether you are developing a new product, refreshing strategy.
Current impact and reach
The innovation has however, implemented number of activities done and archived to date in the following areas; skilled based projects like tailoring, ICT, carpentry ,cosmetics , confectionary etc, life skilled programs like, behavior change , financial literacy, life skills especially in youth has be done and achieved, organizing youth camps of different themes have been done and achieved, organizing healthy camps especially in Najjembe division has been done and achieved.
The pupils have benefited in the organization in the following ways; reconciliation of the divorced partners and their children training people to become job creators than job seeks through number of activities as outlined above.
To date the organization has successfully achieved a large number of people who are in need of services especially adolescent youth, school drop outs, teen mothers among others under this manner through mobilization and sensitization, many young girls and boys who had left schooling because of unknown reasons went back to school, people became innovative and creative thus people self employed after being trained. Furthermore, the organization currently serves a big number of people on both sides through education and vocation maximally 210 people however all the activities are being done outside environment due to lack of buildings.
In the whole district of Buikwe, fine there are as many secondary schools as possible, unfortunately as a whole parish of Kitigoma we don’t have any yet as a district, there is no any vocational training institute which has so far implemented our programs but we do the projects outside environment or at times in grass thatched buildings at headquarters.
The lesson learned from this experience is how to survey from the grassroots, giving counselling and guidance , gaining new knowledge and skills especially on how to deal with the concept of human rights ,school dropouts, teen mothers etc and in all how to administer the organization at all stages. Lastly, for market based solutions after making these goods especially furniture, pads, and soap are being sold to the public within, while others are marketed in different places but locally based market, prices determined by demand, no fixed place
Anticipated impact and reach
The secondary school and vocational training institute with its necessities is expected to have the following social outcomes to be achieved over the next three years;
The project shall address sustainable skills and empowerment of all categories of people which are aimed at enabling them to access basic reliable skills through training, counselling and promoting positive behavior. Currently, widows and orphan country wide are so vulnerable to many changes in the country due to a double influence as regards to politics and poverty.
After thorough counselling of the youth, school drop outs, teen mothers, many of them have gone back to school (different ones) both in primary and secondary especially in rural areas as well as skilling people through vacation training especially computer training, carpentry, shoe making, ceramics, building and construction among others.
Despite having two projects in one organization, that is a secondary school and a vocation, we expect the number of people to increase tremendously. Secondary schoolings up to around eight hundred whereas vocation up to 1500 people and above, why;
There are seven parishes within Najjembe division, each ward with at least 5-6 cells, each with a population of about 300,000 people per ward, accounting for high population and country at large even at continent. With that, there are many secondary schools though they are private owned but highly expensive yet there is no any vocational training institute. Therefore, through continous parish meetings, mobilization and sensitization of people about the project, surveying school drop outs, teen mothers, orphans since it will be a charity school, we expect that number within a grace period of three years to increase together with provision of bursaries
After skilling people, we expect quality products to be sold to markets hence reducing poverty, high crime rates, theft and the magnitude of impact will increase in household income as well keeping young girls and boys in school. We assume that the expected number will be achieved with support from local council leaders, driving as well community members.
Market based solution, the products are determined by the market, key business metrics like revenue growth, profit margin, price shall all change with increase in demand and supply or decrease
Evaluation methodology:
The theory of change shall be used as a measure to address the research question in order to alleviate the problems affecting the people.
The research question states that “formal education is the primary cause of unemployment and poverty” hence needs to be alleviated with “informal education”.
The following education methodologies shall be used to measure the success of the innovation;
Impact evaluation, we assume to design a development project which aims at improving the economy like a vocational training institute.
Process evaluation, determines where program activities shall be implemented as intended and how results into certain outputs.
Summative and formative, assessing the learner’s performance and the following approaches shall be followed;
- Methodological approach like questionnaire approach, quantitative approach as well mixed approach.
For impact evaluation as explained earlier alone, a sampling frame where at this point the organization is interested in all categories people since it’s a vocational and people are in need of being skilled, therefore teen mothers, school drop outs, youths, orphans, widows as well as disadvantaged ones are also admitted in addition to what is in the research question. This shall be followed by power control as a measure of ability of random control trial to detect a difference in statistically significant of the treatment effect in the arms and finally randomized control trial will be employed as an experimental form of impact evaluation in which the population receiving the program is chosen at random from the eligible population and a control group is also being chosen at random form the same eligible group.
In order to achieve the innovation’s intended impact on development outcomes, the procedures shall be used in data collection;
Interviewing, this one of the most recommended methods of data collection especially for social research. This method involves interactions between the interviewer and the interviewee. The interaction is either face to face or over the phone, email, website, etc.
OBSERVATION
The method is mainly applicable where the subject(s) are overt. The method guides the lead organization especially through implementation phase, managements and sustainability of the project and checklist is used as tool here.
Further this method was used to observe a number of problem statements and dhow they can be solved.
QUESTIONAIRE
This method involves using pre-set list of questions to draw responses from the respondents. Questioner is used as ‘a tool in the innovation scale and were normally categorized a self-administered and mailed questionnaires.
REVIEW OF EXISTING RECORDS
This method is always being used to revisit and collect further information from ground (field) which is important in date collection especially through implementation phase, management and finance, etc.
SURVEYS
Other details that are needed to understand our study design include planning, implementation, completion, dissemination and reporting.
The relevant outcome is that after implementing practical skills especially in youths and teen mothers, many people sold their products and earned money which improved on their standards of living, controlling unemployment as well as poverty.
Pathway to scale:
The innovation shall scale through; creating sustainable learning opportunities that nurture youth empowerment and social economic inclusion, demand analysis and industry requirements, assessment of requirement, capacity analysis and the size of the centre, funding and financial implications etc and can be funded sustainably through; financial contributions(tuition),sales of products from the schools form, developing new services besides initial training.
TNGFU project manager will be responsible for and dedicated to managing and holding consultations within the community board to adopt a final draft of a community action plan (CAP) within the first month that can be a working guidance document for the first year of operation. The CAP shall address the development plan of establishing a project. TNGFU will be handled by skilled team to work with. CAP will set goals and objectives that are SMART i.e., specific, measurable, actionable, realistic, time frame.

The innovation’s revenue model plan shall be hybrid because it will be a combination of public and private, with this mixed source of funds, we expect almost 90% of funds from consumers in future after donors funding.
After the establishment of the project, we expect to reach millions of people due to availability of services in the communities and we expect to serve over 2500 secondary students and 8000 in vocation over the next 10 years.
For our projections shall be high due to an increase in the revenue collection, the students shall be got from the seven parishes and other parts of the country. For cost assumptions, the project shall be guided by the draft on the estimated budget.
donor funding shall play a catalytic role in implementation of the innovation through funding the total cost of the project therefore they are urgently needed.
On commercial view of the innovation, the revenue model shall scale the innovation, make bigger profit, retain more customers (pupils) since it is almost free where the tuition shall be affordable to all.
The innovation in order to generate the sustainable public funds and partnership, there shall be developed strategies to attract investments including paying school dues and requirements shall help in sustaining of the innovation because they are the final consumers.
The proposed activities will generate critical proof through providing relavant training to individuals to be self supporting and independent through one’s own labour thereby contributing economically and socially to the development.
The customers will afford the project because the tuition will be affordable, scholarships will be awarded depending on the background of the client hence it will be partial or full bursary
OUTCOMES
Our outcomes and achievements shall be measured by the number of people in need of services who acquire skills and knowledge to create income generating activities in the communities with the districts where the organization will be serving.
SUSTAINABILITY.
To ensure effective sustainability, THE NEW GREEN FOUNDATION UGANDA plans to ensure that the beneficiaries agree to train new members I their fields and every tool recipient will be responsible for the repair and maintenance of the tools hence extending the skills in the communities, monitoring of the projects will be done and evaluations shall be conducted to weigh the performance by TNGFU representatives on ground In conjunctions with community leaders.





YOUTH EMPOWERMENT
Hundreds of thousands of youths aged between 15-30 years are either working nor in schools and youth age 18 years and above are the most illiterate.
The primary goal of the organization is to establish a vocational training center for skilling all categories of people in different vocational projects that will equip them with skills which skills will enable them create income generating activities hence reducing the high rate of unemployment and alleviate poverty.
Therefore we partner with different organizations that promotes skills development , these organization help in teaching skill development/workshop that equip the youth especially adolescent one, teen mothers, women, and other categories of people with customized training according to their areas of interest.

ADULT EDUCATION/ LITERACY SKILLS FOR NEVER GONE TO SCHOOL WOMEN, GIRLS, AND MALE
SUMMARY
The ability to read and write is vital in helping women, girls and male access important information, build self esteem and confidence to walk wit one’s head high, while helping them to actively participate and have a voice at local and national level on issues that affect them.
This project will equip the illiterate and ignorant women and girls, males with basic literacy and numeracy skills through integrated functional Adult literacy program that will incorporate knowledge and skills in areas of parenting/child care, nutrition, family planning, HIV/AIDS, environmental conservation and basic hygiene practices.
PROBLEM STATEMENT
Over 85-90% of girl’s dropout of schools de to a number of reasons
- Lack of school fees.
- Early marriage due to bride price by biological parents.
- Staple mothers.
- Raping among other more so in central Uganda.
Therefore women and girls in this province who have never gone to school end up lacking basic skills for survival in future. The negative cultural norms/believes and practices among the community people coupled with political catastrophes have tremendously contributed to high levels of illiteracy, ignorance, poverty, unemployment, human trafficking especially among women and youth girls. this has led to poor health especially in women with their children since the language has changed to “EVERY GOAT ON IT’S ROPE” “WOMEN ARE HEADS OF FAMILIES”, unemployment with it’s related cycle of poverty, increased exposure to sexual and gender based violence and domestic violence in homes, low self esteem among them, there is limited opportunities for adult education for women and girls more to acquire basic literacy and numeracy skills.
DESCRIPTION OF SOLUTION
Using trained/professional instructors, THE NEW GREEN FOUNDATION UGANDA (TNGFU) has opened up a program/adult education where women and girls especially Teen mothers, Adolescent youth between 20 years and above who have never gone to school or dropped out of school at early stage will be enrolled to undergo integrated functional Adult education/literacy training programs which will skill them become job creators than job seekers. The adults will be taught basic numeracy and literacy skills as well as other social and economic issues that affect them like nutrition, child care, peace building, leadership, business and entrepreurship skills, environment, family planning and gender issues. They will be given business startup capital upon completion of the training.
LONG TERM IMPACT
Reduced illiteracy levels among women and girls leading to increased livelihood opportunities
for sustainable economic security. With in the organization a number of illiterate and poor women –girls will be enrolled to under take literacy program that will be integrated with other social and economic skills.
Additionally their will be provision of startup capital for self-reliance with the help of the donors/funders or provision of scholastic tools like sewing machines to learner after completion among others.
SAVING AND CREDIT CORPERATIVE (SACCO)
This program was introduced purposely to empower women through community-based savings groups that help members save money, develop financial literacy and invest in income generating activities.
Furthermore, this programe help women to borrow money (loan) in their group account (SACCO) for development. These women’s programs also promote self-esteem boosting and community action that position women and youth as confident decision-makers and future leaders in country, in their homes and communities etc.
